In such cases where the Board believes that there is good evidence that an individual or club has engaged in misconduct prejudicial to the best interests of the ASFA or any or all breeds of sighthounds and no club or individual has filed charges, they [the Board] shall vote to entertain jurisdiction of the matter and instruct the Corresponding Secretary to prepare written charges with specification of the alleged misconduct, along with evidence of such misconduct. Such charges shall then be distributed to the Board as specified in Article 9, Section 1 and shall be handled as required in that article once the Board has voted to entertain jurisdiction.
